What does this MR do and why?

Handle Geo Secondary and maintenance mode separately. In Geo Secondary mode, we keep sending 403 http code. However in maintenance mode we send now 503 http code. This would allow us to send a better suit http code when the GitLab instance is in maintenance mode without breaking the expected behaviour for Geo Secondary instance
