Move Praefect to GitLab-Rails server in docs example
What does this MR do?
Updates docs to run Praefect on the GitLab server, not a separate host. Also break the GitLab config into separate steps with some more detail, instead of the block config used previously.

Ensure a release milestone is set and that you merge the equivalent EE MR before the CE MR if both exist. -
If there has not been a technical writer review, create an issue for one using the Doc Review template.
