What does this MR do and why?

Replaces several more calls into the now deprecated AvailableServices#purchased? API, particularly for Group and ApplicationSettingsHelper.

This method has been replaced in !193730 (merged) and !194473 (merged) with a new Fulfillment finder.

This is a refactor and not user-facing.
