What does this MR do and why?
Organize issue feature specs. As part of &17987, we are updating issues feature specs to enable work_item_view_for_issues so the feature specs test the new issue look (instead of the legacy issue look). Organising these files will make it easier to find issues feature specs to migrate, and will improve the organisation of them.
- Move issue feature specs to /spec/features/issues and /ee/spec/features/issues, and within them organize them into /list and /new subdirectories
- Also move issue/merge request specs to /spec/features/issuables
