What does this MR do and why?

Remove duo_code_review_show_all_comments feature flag. It was default enabled 2 weeks ago and this MR just removes the feature flag.

We should also clean up the use of priority as we no longer need them, but I think that can be done as a follow up as it would also require prompt change.
