What does this MR do and why?

This MR adds the ability to enable SPP using SDS deployed to runway, for all public projects. Enabling SPP in this way does not add extra load to the SDS gem.

This MR adds the Feature Flag secret_detection_enable_spp_for_public_projects which will be used to control the enablement of SPP.
