Backport vulnerability_namespace_historical_statistic fix to 17.11

What does this MR do and why?

This MR backports two necessary query fixes related to vulnerability_namespace_historical_statistic calculation to 17.11. This was found to be broken under certain circumstances and could cause problems for upgrades for some users.
