What does this MR do and why?

Backport Move up release-environments stage in CI (!193931 - merged) to 17-11-stable-ee stable branch

This change makes the start-release-environments-security-pipeline bridge job run in parallel as the rest of the stable branch pipeline, therefore increasing its efficiency and decreasing its runtime.
