What does this MR do and why?

  1. Default enabling advanced_vulnerability_management FF.

  2. To the AdvancedVulnerabilityManagementPolicy we introduce additional check to validate that the backfill migration is completed. It is required as we do not have control of migration completion for GitLab Dedicated and enabling the UI features without backfill migration can mislead.
