Enable parallel_tests for test-on-gdk

What does this MR do and why?

Enable running tests in parallel for test-on-gdk. Set parallel amount to same value as used in test-on-cng and adjust parallel coefficient based on the fact that tests run slightly slower on gdk than on fully pre-built environments.
