Remove limits from toolbox pod in cng deployment

What does this MR do and why?

Somehow we are seeing error where running a command in toolbox container kills it. It's probably related to recently set limits, it is rather odd that it would start failing in master - https://gitlab.com/gitlab-org/gitlab/-/jobs/10247962732#L157

To be safe, I'm removing limits on toolbox container.
