Move desired config generator methods
As part of Shadow run: create kubernetes manifest in works... (#538163 - closed), these all methods will eventually move to create/desired_config module in Persist desired kubernetes configuration on wor... (#541907 - closed). Currently, it is kept in the same directory because there are files that will be moved with it. And these methods are temporarily used in desired_config.
