Chore: remove unneeded duo workflow feature flags

Remove unneeded duo workflow feature flags

The following features have been accepted and the flags are no longer required:

  • duo_workflow_better_tool_messages
  • duo_workflow_previous_workflow_tool

Their respective code has been adopted in the duo workflow codebase, and we are safe to remove these feature flags. This change removes these feature flags.
