Add SharedAttributes to Geo QA scenario

What does this MR do?

Adds SharedAttributes to the Geo QA Scenario. Most scenario classes inherit these attributes via Test::Instance::All, but QA::EE::Scenario::Test::Geo does not inherit from Test::Instance::All.

A new --loop option was recently added to SharedAttributes, which we'd like to use with the Geo scenario (related to gitlab-org/quality/testcases#194 (closed))
