This change documents the new unique_instance_id field added to seat link records, which will be introduced in GitLab version 18.1.
This identifier helps uniquely identify a customer's Self-Managed GitLab instance. The update modifies documentation in two places: the licensing policy document now mentions this new field, and the subscription management documentation includes it in the list of data sent during the seat link sync.
