Reduce whitespace on roles details page and fix selecting disabled permissions

What does this MR do and why?

On the Admin -> Settings -> Roles and permissions page, a table is shown with roles:

This MR fixes 2 issues:

1. When a role name is clicked on, the role details page is shown. Previously, there was too much whitespace between each field on this page. This has been reduced:

2. When creating or editing a role, disabled permissions (because the base role already grants it) can be clicked on and selected. This has been fixed so that they can no longer be selected:
