Backfill zentao_tracker_data sharding key

What does this MR do and why?

This MR backfills old records of zentao_tracker_data table that do not have sharding key set (project_id/group_id/organization_id). This is required in order for us to set multiple column not null constraint so that we can properly shard this table as part of Cells architecture.

Setting of sharding key for new records has been done in !189933 (merged) and now it's turn to backfill existing records. After that - set multiple column not null constraint (in the future MR).

We have (on .com) 331 records to update in zentao_tracker_data
