Send RSpec setup time to telemetry

What does this MR do and why?

This MR adds support for sending the RSpec setup time as telemetry using the gdk send-telemetry command. The setup time is collected from the TestEnv.init method and is sent only when telemetry is enabled and the gdk command is available.
