Update texts for the policy drawer

Simplify texts for a variables override configuration for a policy drawer

This change simplifies the messaging in the Security Orchestration policy interface by removing references to allowlists and denylists in the variable override descriptions. The updated messages are more straightforward, stating only whether settings from outside a policy can or cannot override variables when the policy runs, without mentioning exceptions. The changes affect both the Vue component text and the corresponding test expectations, making the user interface cleaner and less complex while maintaining the core functionality of communicating variable override permissions.

How to set up and validate locally

  1. Enable feature flag:

    Feature.enable(:security_policies_optional_variables_control)
  2. Go to Secure -> Policies

  3. New pipeline execution policy

  4. Check variable override widget in action section

  5. Add custom variables options

  6. Create policy

  7. Go back to list and open a drawer
