Use direct artifact download in gitlab-runner

What does this MR do?

Support for direct downloads in the job artifacts API was disabled by default in !4401 (merged), refering to a bug in gitlab-runner fixed in 10.4 (gitlab-runner!804 (merged)).

Given the lapsed time it should be fine to re-enable direct downloads again.
