Show approval required status in license compliance

What does this MR do?

This MR adds an "approval required" text in the license report MR widget when the report contains blacklisted licenses. The text comes with a help link that points to /help/user/application_security/index.html#security-approvals-in-merge-requests-ultimate.

NOTE: the original issue says that the link should point to https://docs.gitlab.com/ee/user/application_security/index.html#security-approvals-in-merge-requests-ultimate but it's probably more appropriate to point to the instance's documentation
