Remove jest vue3 check quarantine from backports

What does this MR do and why?

Removes jest vue3 check quarantine and jest-with-fixtures check quarantine from backport MRs.

We are removing these jobs as they are unneeded for backport merge requests and only serve to increase runtime.

Justification: There is no reason to check whether Jest specs quarantined under Vue 3 should be unquarantined on Backport MRs.
