Updates the name of the community forum
What does this MR do and why?
This MR updates the naming of the forum in the navigation and the shared footer to be explicit that it links to the GitLab community forum. This will help prevent some confusion we're currently having in the GitLab forum. See the related issue for more details.

How to set up and validate locally
- Log in to GitLab.
- Open the "help" menu in the navigation
- Observe the link
- Log out of GitLab
- Look in the footer of the Login screen
- Observe the second link
