Triggers the correct endpoint on licence approval

What does this MR do?

This cleans up an action that was missed in #32030 (closed)

When we approve/blacklist a license we re-fetch the list of licenses. However, we forgot to update the action so it re-fetches it from the correct place. This MR enables that behaviour dependant on the correct feature flag.
