Fix missing openapi docs causing broken master

What does this MR do and why?

See gitlab-org/quality/engineering-productivity/master-broken-incidents#12693 (closed) . This is causing pipeline failures in tier:3 MRs as well. This must have been missed at some point.

This MR simply regenerates the file as recommended with:

bin/rake gitlab:openapi:generate
