Authenticate with CI_JOB_TOKEN to NPM registry

What does this MR do?

Allows job tokens to be accepted with a Bearer prefix. This is needed to allow NPM registry use within CI. NPM automatically adds the prefix to the tokens in it's API requests and this allows for those tokens to still be accepted.
