Revert user-facing docs for enabling admin bypass placeholder confirmation
What does this MR do and why?
This reverts the user-facing docs that document the allow_bypass_placeholder_confirmation application setting. Since the merge request to implement placeholder confirmation bypass functionality might not be merged before the 18.0 cutoff, it's best not to ship docs to self-managed customers that describe a feature that doesn't exist yet, even if incomplete.
