What does this MR do and why?

Minor change to include extra information on how to find the "Ask Joe" button.

This is the initial view when arriving to the landing page after sign in.
Notice how the "Ask joe" button is not immediately visible.

My proposed change will include just a little bit of extra information to guide the reader to find the "Ask joe" button easier.
