Add is_team_member property to workflow API

What does this MR do and why?

To support gitlab-org/duo-workflow/duo-workflow-executor!164 (merged), we must add the tracking value of whether or not a user is a gitlab team member to the direct access payload, allowing the LSP to set the flag in the executor appropriately.
