Logs Page: Add vuex store

What does this MR do?

This MR creates a new Vuex Store Vue based on the log page design below.

The main components are: environments dropdown, pods dropdown, logs data.

Background: This Vuex store was concept tested in a big MR, now this MR should be split into separate pieces. Original MR: !18567 (merged).
