Delete Components::Usage model and factory class

What does this MR do and why?

This merge request removes the Ci::Catalog::Resources::Components::Usage model and its associated factory.

As part of Remove Usage model references from create servi... (!189583 - merged) we removed the references and associations of the model.

This MR removes the rest of it before deleting the table finally.

Removed as part of #520938 (closed) to fix the DB issue
