Backport (17.11): Bump Devfile gem to 0.4.3

What does this MR do and why?

This is a backport of Fix glibc related errors around devfile gem (!189533 - merged)

It bumps the devfile gem to 0.4.3. This patched gem gets rid of the dependency on glibc by disabling Cgo in the devile binary builds
