Quarantine namespace_storage_limit_spec while investigating

What does this MR do?

This spec is creating a lot of noise and the failure points to test data setup for https://gitlab.com/gitlab-org/gitlab/-/issues/537025. This spec also had a different failure under https://gitlab.com/gitlab-org/gitlab/-/issues/536966 where some fixes were made. This did seem to help but didn't stop the failures completely.
