Add ability to filter project and group issues by status

P.S : Cannot be merged before~~ %18.1 due to MVC issues~~.
This MR does not add filtering to work items list since epics work item status is out of scope for Iteration 2 GA.

How to set up and validate locally
- Go to legacy issue list(project/group)
- Add status for some of the tasks
- See that you can filter tasks based on custom status
The visibility of status badge on lists is handled in separate MR Show work item custom status in project and gro... (!188349 - merged), again would be merged in %18.1.
