Patch in 17.11: Sync Cloud Connector tokens hourly

What does this MR do and why?

Includes Sync Cloud Connector tokens hourly (!188065 - merged) in the next patch release for %17.11.

This addresses a token synchronization issue for Self-Managed/Dedicated customers that could lead to losing access to Duo features.
