Remove Project from the Group settings sidebar menu
What does this MR do and why?
Removes the deprecated "Projects" menu item from Group settings sidebar and cleans up all related code:
- Removes sidebar menu entry
- Removes the redirect
- Removes HAML template
- Removes associated specs
- Deletes controller method for #project

How to set up and validate locally
- Navigate to any group page.
- Expand or hover the "Settings" section in the sidebar.
- Verify that the "Projects" menu item is no longer visible in the submenu.
