Fix positioning of GLQL actions dropdown

Fix position of and padding on GLQL actions dropdown, especially noticable when you post a GLQL query in a comment on a reply.

How to set up and validate locally

  1. Add a comment on an issue with a GLQL query and submit.

  2. The actions dropdown should display in correct position.

  3. Repeat the same steps with a reply to a comment. The dropdown should work correctly.

  4. Repeat the same steps but open the issue in a drawer. The dropdown should still work correctly.
