Zoekt: Fix last_rollout_failed_at usage

What does this MR do and why?

This MR fixes the usage of last_rollout_failed_at_usage in the selection service as well as adds the output to gitlab:zoekt:info to prevent customer's confusion when the namespace is "blocked".
