Pass assets image tag via environment variable

What does this MR do and why?

Remove dependency of downloading the whole assets artifact archive just to get image tag and pass it via environment variable instead.

Saves around 20 seconds for build-cng-env job and just in general better for nature not to have to create unnecessary internet traffic.
