Change schema for pipeline_variables

What does this MR do and why?

Change schema for ci_pipeline_variables from public to gitlab_partitions_dynamic because we want to have all partitions under the same schema and it helps to clear the confusion around p_ci_pipeline_variables and ci_pipeline_variables.
