WIP: Revert `Make Daemon thread-safe`
What does this MR do?
Based on conversation in: https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8194#note_231723090
This reverts the:
- !18575 (merged)
- !18725 (merged) (this is fixing the regression introduced by !18575 (merged))
It is to be used as last resort if the !18575 (merged) is not working properly.
Does this MR meet the acceptance criteria?
