Resolve "Flaky spec in spec/features/groups/issues_spec.rb:92"

What does this MR do?

Flakiness is caused by a Capybara misclick when the lazy loaded image shifts the location of the button right at the time when the click is executed.

This fixes the problem by waiting for the image to be loaded.
