Update issue popover to include start–due date range

Also refactor issue_popover.vue to use namespace.workItems from GraphQL, which means we can delete epic_popover.vue since namespace.workItems works for issues and epics

How to set up and validate locally

  2. Update the description to have references to issues and epics
  3. Hover over the references and check that the popover now includes a date range
