Add ability to create new stream destinations

What does this MR do and why?

In this MR we add the ability to create new stream destinations in the new editor we created, using the new API.

The whole work is under use_consolidated_audit_event_stream_dest_api FF.

How to set up and validate locally

1. Navigate to https://gdk.test:3443/rails/features/ and turn on use_consolidated_audit_event_stream_dest_api
2. Navigate to the proper view:
   1. Instance: Your Group > Secure > Audit Events > Streams tab
   2. Group: Admin area > Monitoring > Audit Events > Streams tab
3. Use the Add streaming destination button to create new destinations
