Enable http router in GDK tests and update GDK image

What does this MR do and why?

The gitlab-http-router was disabled because of gitlab-org/quality/engineering-productivity/master-broken-incidents#11489 (closed). The current GDK image is incompatible with the latest gitlab-http-router

Updating the GDK image and enabling the router fixes the issue.

This reverts merge request !186034 (merged)

Also updates to the latest GDK image
