What does this MR do and why?
This change will conditionally change the text within the GitLab Duo Chat button and title when Amazon Q is enabled. When Amazon Q is not enabled, the text will stay as it current is "GitLab Duo Chat", but when Amazon Q is enabled the text will read "GitLab Duo Chat with Amazon Q".
