Add new CloudConnector TokenIssuer types

What does this MR do and why?

This MR adds new CloudConnector Tokens::* types to create or load tokens. This is part of a larger refactor around Cloud Connector's permissioning framework.

This new implementation is not yet used anywhere. It was extracted from a PoC. It will be used later to replace the AvailableServices#access_token implementation. So for now, this is not a user-facing change and is safe to deploy.
