Project runner settings: Add new FF for new Vue variant

Adds a new FF :vue_project_runners_settings for the Vue migration and layout overhaul of runner project settings.

This is the first MR in a series of MRs to improve the Project runner settings. This MR introduces the FF :vue_project_runners_settings
