Remove spp_scan_diffs ff

What does this MR do and why?

Issue: #525627 (closed)

Remove spp_scan_diffs feature flag to make diff scanning the default behavior for HTTP and SSH pushes (web pushes will still scan entire files unless secrets_checks_for_web_requests is true)
