What does this MR do and why?

This FF is set to manage the release of the deprecated AI Gateway v1/chat endpoint modification that will adapt it's request to use the v2 endpoint logic to advance the migration away from the resources being used by v1. gitlab-org/modelops/applied-ml/code-suggestions/ai-assist!2182 (merged)
